Graduated with a Degree in Law from The Higher University of San Andres (La Paz, Bolivia), and undertaken post graduate studies in Economic Law, International Arbitration in Investments and in Hydrocarbon Law and Management at INCAE (Puerto Rico). He is a professional with 14 years of experience in public administration and private sector.

His experience with YPFB Corporation, the Ministry of Hydrocarbons, the National Fund for Regional Development and the Development Fund of the Financial System makes him invaluable member of the team in dealing with regulatory and labour matters.
